Must a whistleblower be an employee of the company that commits the violation?

No.  What is important is that the whistleblower, whoever it may be, have original information to provide.

What is “original information”?

“Original information” includes information within the independent knowledge of the whistleblower, and that is not known to the SEC from any other source, unless the whistleblower is the original information source.

What company retaliation against whistleblowers is prohibited by the Dodd-Frank Act?

The Dodd-Frank Act prohibits a very broad range of adverse employment acts, including any conduct that would discourage employee reporting of SEC violations, such as harassment, threats of adverse action, suspension, demotion and firing.
